Environmental activist groups commend the 25-year moratorium passed by Palawan Provincial government, saying that the provincial resolution shows that local government units (LGUs) now recognize how environmentally irresponsible and economically unsustainable the mining policy and program of the Arroyo administration is.

“The Palawan Provincial government is another addition to the growing list of LGUs opposing the priority mining projects of the national government. Palawan Gov. Joel Reyes and the provincial board have clear and justifiable bases in banning large-scale mining in Palawan,” said Clemente Bautista, national coordinator of Kalikasan People’s Network Environment.

Bautista added that, “Aside from protecting Palawan’s pristine environment from the impacts of mining, Palawan LGUs have realized that the priority mining projects of the government like Rio Tuba Nickel and Coral Bay Nickel mining projects have insignificant contribution to the local economy and worse, they only result to community displacements, environmental pollution and health problems.”

Based on the monitoring of anti-mining liberalization alliance Defend Patrimony, there are already 8 provincial governments that have declared a moratorium on large-scale mining. These are Capiz, Western Samar, Northern Samar, Samar, Marinduque, Mindoro Oriental, North Cotabato and Palawan. Several municipal governments have likewise issued similar moratoria. More and more LGUs are also withdrawing their support as with the case of Nueva Vizcaya from Oceana Gold’s Didipio mining project, another priority large-scale mining project of the Arroyo administration.

“The growing resistance of the communities and the increasing number of LGUs rejecting the large-scale mining show the failure of the Mining Revitalization Program and the bankruptcy of the mining liberalization policy of the Arroyo government. It’s becoming clearer that even the LGUs do not benefit from these said mining projects and are now directly confronting the national government,” said in the statement of Defend Patrimony Alliance.

“Even her closest party allies like Albay Governor Joey Salceda and North Cotabato Vice Governor Manny Piñol came up with positions opposing large-scale mining in their areas. In addition to these positive developments, the pressure from environmental and sectoral organizations will convince more provincial governments to openly go against the mining projects and policies of the Arroyo administration,” Bautista pointed out.

Local and national environmental groups, along with other sectoral organizations and several international delegates will conduct an International Solidarity Mission (ISM) on December 6-10 in mining affected areas in Rapu-Rapu, Albay and Kasibu, Nueva Vizcaya. Located in these areas are two of the flagship mining projects of the Arroyo administration where the supposed benefits of mining would be demonstrated but instead have resulted to deep economic hardships and grave environmental effects in the communities.

Bautista explained that, “The ISM will focus on documenting and validating the economic, social and cultural violations of the mining companies and the environmental and mining-related issues in the target communities. At the same time, the ISM aims to provide concrete support to the local struggle of the communities. At the last day of the ISM, the delegates will conduct a dialogue with the local leaders and head of other sectors like the Church people and local government officials to urge them to also pass a similar resolution and ban on large-scale mining in the area.”

“The courageous and sensible move of the provincial government of Palawan, as the similar moves of other local government leaders, the intensifying struggle of mining affected communities and the growing support of different sectors and concerned individuals will only result to more closure and suspension of mining projects in the country,” Mr. Bautista ended.

FREQUENTLY ASKED QUESTIONS ABOUT HOUSE BILL NO. 5043

WHAT IS HOUSE BILL 5043?

HB 5043 is a proposed law now being deliberated in the Philippine House of Congress to establish “a reproductive health care act, strengthening its implementing structures, appropriating funds therefore and for other purposes.” It is also known as “Reproductive Health and Population Development Act of 2008″.

WHAT ARE THE ISSUES RAISED AGAINST HB 5043?

That it is:

  1. Anti-Life
  2. Will interfere with family life
  3. Will legalize abortion
  4. Promote contraceptive mentality
  5. Impose a two-child policy

IS HB 5043 NECESSARY?

The Philippines is not a welfare state. Taxpayers are not duty bound to provide contraceptives to cure pregnancy. Pregnancy is not a disease but heart diseases (which claim lives of 80 Filipino women everyday); vascular diseases (63); cancer (51); pneumonia (45); tuberculosis (23); diabetes (22); lower chronic respiratory diseases (16) are killers. Contraceptives are not essential medicines.

HOW CAN HB 5043 BE ANTI-LIFE?

HB 5043 values human life only from conception. The zygote not yet in the mother’s womb is not protected. Pills and IUD hinder the implantation of the embryo in the uterus. Pills and IUDs destroy the embryo. That is a form of abortion. Human life should be valued in all its seasons.

CAN HB 5043 PROMOTE THE HEALTH OF MOTHERS?

Pills and IUDs are popular forms of contraception. It has been found by the Mayo Foundation that oral contraceptives (pills) are associated with an increase risk of breast cancer. DepoProvera (a pill) increases a woman’s risk for Chlamydia and gonorrhea. Oral contraceptives containing cyproterone increase risk of deep venous blood clots. The WHO concluded in 2005 that oral contraceptives cause breast cancer, liver and cervical cancer. The IUD perforates the uterus and causes serious infections in women.

WILL HB 5043 PROMOTE HEALTHY FAMILY RELATIONS?

A two-child policy will ultimately be encouraged by HB 5043 through succeeding legislative amendments. This will interfere with the Constitutional right to raise a family based on religious convictions and the demands of responsible parenthood.

It will mandate the submission of pupils in Grade V to mandatory reproductive health education with those not obeying the mandate being threatened with financial penalties, i.e., fines and imprisonment. In effect, the child becomes a “a creature of the State;” the parents may lose the responsibility to care and rear their children according to the demands of responsible parenthood.

WILL HB 5043 UPLIFT THE QUALITY OF LIFE OF THE PEOPLE?

The General Appropriations Act of 2008 earmarked an enormous amount for family planning and reproductive health services including contraceptives (P3.19B for DOH; P386.5M for POPCOM; funds for other government agencies and LGUs). Add to this $2.4M from the UN Population Fund for population and development and reproductive health, plus $2.2M for 2009. This has not reduced poverty or benefited the poor.

The proposed law is anti-poor because it does not answer their needs nor does it offer programs that will free them from poverty. It proposes to reduce the poor by containing their number through abortion and contraception. It will not change the quality of life of the poor. It will only alter Filipino cultural values but not for the better.

An tataramon na Santigwar hali sa mga Kastila-santo agua, banal na tubig. Boot kaining sabihon, magbanedisyon, magtao nin omay. Sa mga Bikolano, an Santigwar sarong “sagradong” ritwal kung saen ang may helang pigdadara sa herbularyo o parabulong tanaganing santigwaron. Alagad ang pagtubod nyato lalo na ang mga kagurangan sa mga engkanto, sa mga tawong-lipod, buda iba pang nilalang na bako tawo. Ang mga nilalang na ini may bagsik na magdara nin helang sa satuya.

Ang Santigwar ay isang makalumang paraan ng pagtukoy sa sakit ng mga pasyente. Ito ay popular sa mga nakatira sa luklok na lugar na di na kayang abutin ng serbisyong medical ng ating gobyerno. Simula sa mga simpleng karamdaman tulad ng pilay o hanggang sa mga pinaniniwalaan nilang sakit dulot ng engkanto at iba pang nilalang. Sa modernong panahon, ang mga “parasantigwar” o faith healers ay tinutulan na ng mga mediko ngunit marami pa rin ang naniniwala na kaya silang gamutin gamit ang sinaunang paraan.

Ang santigwar ay hindi lamang pinaniniwalaan na makapagpapagaling ng mga pisikal na karamdaman. Ito rin ay sinasabing magaling the solusyon sa aspetong espiritwal. Ang santigwar ay may iba’t-ibang uri. May mga gumagamit ng itlog, tubig, palanggana at meron naming mga albularyo na tinitingnan lamang ang ibang bahagi ng katawan upang matukoy and karamdaman. Bukod sa mga kasangkapang nabanggit, gumagamit rin ng mga orasyon na pinaniniwalaan noong araw na galing sa Latin na salita ngunit napag-alaman na ang mga orasyon ay pinaghalo lamang na Kastila at Latin.

Bago pa nasakop ng Espanya ang Pilipinas, mayroon ng sariling paraan ng paggamot ang mga Pilipino partikular na ang mga Bikolano. Ngunit dahil sa pagdating ng mga Kastila, itininatak sa ating isip ng mga dayuhan na ang santigwar ay gawi ng mga demonyo. Ngunit dahil na lang sa pagpupursige ng ating mga ninuno na mapangalagaan ang ganitong tradisyon, ang santigwar ay patuloy pa ring ating ginagamit na paraan ng panggagamot.

Santigwar Bilang Isang Dula

Ang Aquinas University of Legazpi ay bumuo ng dulang Santigwar na kinatatampukan ng mga community-based theater groups ng baranggay Alcala at Pandan ng Daraga Albay. Ang nasabing dula ay hindi lamang nagpakita ng mga angking talento ng mga tauhan ngunit ito rin ay mayroong hangarin na maprotektahan ang kapaligiran at buhay ng mga tao. Ang Santigwar ay nagtatampok ng napapanahong isyu dahil na rin sa iba’t-ibang trahedya na sinapit ng rehiyon dahil sa mga bagyo at iba pang mga kalamidad.

Ang dula ay nahahati sa walong kabanata: pag-otob, pagsirip, pakihuron, pasuway, mga unabi buda pagmangno, pagbawi, tugon, at oratio imperata.

Nagsimula ang Santigwar na ipinapakita ang dalawang babaeng humihingi ng saklolo sa isang “parasantigwar.” Ang matandang lalake na syang nagsisilbing “parasantigwar” ang syang inaasahang tutulong upang magapi ang mga “sakit” ng lipunan. Ang mga tawong lipod ay nagsilbing metapora ng mga problema at sakit ng mga tao.

Sakit ng Lipunan

Marami na ngayong gulo ang nangyayari sa ating lipunan at karamihan sa mga ito ay tao ang may gawa. Hindi natin ito mapapawalang-bahala na lamang dahil itong mundong ating tinitirahan ay hiniram lang natin sa ating mga anak. Ang mga gulo, kalamidad at iba pang nangyayari sa ating lipunan ay ang mga susunod na henerasyon and magsasakripisyo. Hindi na nila pa muling malalasap ang sariwang hangin, ang malinis na karagatan o batis na minsan nagbigay galak at ligaya noong ating kabataan.

Ang walang habas na pagputol ng kahoy upang ipagbili sa malalaking kumpanya ang syang magbibigay-daan sa malalaking baha at landslides. Kahit konting ulan lamang ay magdudulot ng baha sa iba’t-ibang dako ng Pilipinas. Marahil ay narinig nyo na ang mga balita sa radyo man o telebisyon ukol sa walang katapusang pagbaha sa Kamaynilaan at sa iba pang lungsod sa Pilipinas.

Siguro ay nagtataka kayo kung bakit konting ulan lamang ay nagdudulot na ng malalaking baha. Ang mga lungsod ang kadalasang nakakatikim ng ganitong kapalaran. Kung iyong mapapansin, konti na lamang ang mga puno lalung lalo na sa mga lungsod. Sa halip na puno ay matataas at malalaking gusali ng iba’t-ibang korporasyon ang iyong makikita. Bukod dito, isa pang dahilan ng baha ang mga basura na nagkalat sa mga ilog. Sa panahon ng tag-ulan, ang mga basurang ito ang babara sa pag-agos ng tubig-ulan patungong ilog.

Hindi lamang mga malalaking lungsod ang nakararanas ng hagupit ng bagyo at iba pang kalamidad dahil pati na rin ang mga malalayong lugar na inaakala nating masasalanta ng bagyo ay apektado na rin.

Inyo pang mapapansin ang kaliwa’t-kanang bagyo na bumibisita sa ating bansa. Hindi lamang ang Pilipinas ang nagiging biktima ng malalakas na bagyo kundi ang iba pang bansa. Sila rin ay nakakaranas ng parehong kapalaran ng ating mga kababayan. Katulad natin, sila ay nawawalan ng tahanan, kabuhayan at kung minsan ay mga mahal sa buhay.

Ang mga kalamidad ay pandaigdigang problema na kailangang hanapan ng solusyon upang wala ng buhay at kabuhayan ang mawala. Tandaan natin na ang mundong ating gingalawan ay hindi natin pag-aari. Bilang pagtanaw ng utang na loob sa mga biyayang natatanggap, nararapat lamang na alaagaan at protektahan natin ang kalikasan para sa mga susunod pa na henerasyon. Bilang matatanda, magsilbi sana tayong modelo sa mga kabataan at ipakita natin ang ating pagmamalasakit sa kalikasan.

I graduated last March 2000 with degree in Computer Engineering and based on my work experience in Manila, there are some things I learned from school that still matters and understanding the academic basics still count in the field or career I got into related to the course I took in Aquinas University.

For the benefit of the undergraduates in general and those related to IT, like Computer Engineering and Computer Science, in particular, what do I mean when I say the basic of the tenet? Well, in terms of IT, probably the fastest paced industry in the world today, understanding and learning the basics of the decimal/binary number system can take you a long way; it’s the foundation of the TCP/IP network addressing and subnetting (one of the trickiest aspects of internetworking, the foundation of the internet) and I/O interfacing (low-level programming and hardware interfacing with digital or analog peripherals).

Learning the basics, like mastering the basic skills in an endeavor (basketball comes to my mind), is the foundation upon which the building blocks towards excellence is firmly built.

When I was in AUL, I used to say that Filipinos may not have the capability or capacity to build our own hardware; right now, I just learned that we can, although not yet at the level developed countries do it, but we can go there if we start something now. Beyond what’s taught in school, drooling over the cool visuals and features of the latest softwares from Microsoft and Apple, we currently have a unique opportunity to catch up with the developed countries, in this case in the field of IT, by exploring and exploiting the technologies and breakthroughs enabled by free and open source softwares for us to study, learn from, and possibly enhance on.

I highly recommend to all students who want to excel in the IT field to go beyond the hype and offered convenience of proprietary and closed-source software from the likes of Microsoft, and learn software technology from the guts of the likes of GNU/Linux and the various BSD systems. The software revolution and enlightenment is now within our reach and at our disposal. We now have the opportunity to observe how software systems, theories and principles (like operating systems, compilers, databases, network protocols and artificial intelligence) are applied in real life applications through these technologies.

Speaking from experience, at first, it was painful to break old and bad habits of depending on proprietary technology, but when you get past the withdrawal syndrome and accept that technological breakthrough also has no-pain-no-gain motto, one’s well on the way to learn something valuable. In my case, the value, aside from better compensation at work, is technological and legal freedom while enjoying something far sophisticated than what’s usually offered by and paid for to proprietary technology providers like Microsoft.

There were even hardwares, primitive by the current standard, but usable nonetheless, and a great starting point to develop a reference hardware, again to study, learn from and improve on. Imagine if we can create our own computer while building it from discrete parts like a microprocessor, some logic and memory chips and some programming for the system monitor (like a BIOS in the standard PC) using free and open source technology, we are empowered to create our own micro-controllers, file or database servers, routers, firewalls and thin-client computer centers. It may not be at par with current computer models and performance, but again, we gain the value of insight into the principles, design and implementation of these technologies.

Value of insight: isn’t this what quality education is about anyway in the first place?

CARE is Aquinas University’s comprehensive and coordinated rehabilitation response to the disasters that hit the province in succession from July to December last year. The disasters are the Mayon Volcano eruption from July to September, typhoon “Milenyo” on September 27 and typhoon “Reming” on November 30.

Typhoon “Reming” is the most destructive, claiming a total of 951 casualties (510 dead and 441 missing), destroying 212,176 houses (112,107 totally and 100,069 partly), and causing billions of pesos of damage to infrastructure, agriculture, industry, services and the environment. Education services came to a halt for almost a month. Transportation, water, power, communication and health services in many parts of the province are still unrestored.

As an impact of these disasters, and due to prevailing vulnerabilities because of poverty and underdevelopment, hunger and total collapse of livelihood looms over the province. It will affect the majority of the people who are poor, but will not spare even the middle class at the margins. Malnutrition, disease, and disintegration of education are already taking their toll. Businesses are closing down. Hundreds are migrating away each day.

The signs are foreboding. If unheeded, and unconfronted, this creeping, maybe silent, but definitely bigger humanitarian tragedy”collapse of the economy and poverty”will soon be happening. And the costs will be much greater.

Aquinas University, a leading educational institution and an active catalyst of development and empowerment in the province, cannot just sit back and watch this tragedy happen. Being oblivious and passive is not Aquinas University. Besides, it is also a victim that has to rise up and rebuild from the ruins. But rising and rebuilding it plans to do not alone and selfishly, but will all other victims as one community.

Together with the people of Albay and their leaders in governance, business, faith, civic sector and the grassroots, and friends here in the country and overseas, Aquinas University will be taking on its catalyst role again in heeding the signs of the times, evolving solutions, and mobilizing and bridging efforts and resources to thwart this impending tragedy. And resume the journey to a better future, as one God-loving community.
